Fame lists the administrative pages too. So why sort those pages out and have them on another page too?

Because that's how [Anonymous] did it, and that order has been maintained by the Crew. If you haven't noticed, we also have separate pages for all sorts of Bosses, although they are also listed on Council. Are you saying that you had not noticed all this redundancy until now?
And I guess the intention behind doing it this way was to make it easier for Elftowners looking for certain people. If you're looking for the staff/mods/vol
